Training Frequently Asked Questions (FAQ's):

1. How do I know which training I should take?

You should receive notification from the University Ethics Officer via your official University e-mail account regarding the training you are scheduled to take. However, the break-down is as follows:

2. When can I complete my annual training requirement?

The training window for completing the online and Computer-Challenged Training courses is determined by the Office of Executive Inspector General for the Agencies of the Illinois Governor (OEIG).

The 2008 online training program can be completed between 10/16/08 and 11/14/08.

The training approved for undergraduate student workers, temporary extra help employees, and medical residents can be completed now through 12/31/08.

3. How do I log into the Inspector General's online training program?

Provided it is the appropiate time to complete this form of training and you are of an employment classification that should be completing this type of training (see the online training section of our website), you can log in as follows:

1. Open your internet browser window.

2. Enter the URL http://www.etcc.il.gov/ to go to the ETCC Welcome page.

3. Select the Training Login option under ETCC Links. (This is also available on the right-hand and bottom portions of your screen via a "button.")

4. Enter your Login ID and Default Password (provided by the Ethics Office via e-mail 10/16/08; also, see FAQ #4).

5. Click Login when you have entered all required information.

6. Upon logging in, you will be prompted to change your password immediately. You will be asked to create a new password and enter it twice before clicking “Submit”.

7. Click on the " 2008 Ethics Training Program for University Employees " in the course list.

8. Click on the “Take Course” button to begin your ETCC learning experience (Please note: The course will direct you through the modules sequentially).

4. I have lost my login ID and password. How can I get them?

5. Who should I call if I am having trouble logging in to the online training program?

6. Can graduate students and academic hourly employees complete the offline training format instead of the online program?

No. Current standards require participation in the online program.

7. I have logged into the Inspector General's online training program, but only the first module is hyperlinked and I cannot access any material from the other training modules. What should I do?

Don't worry, this is actually normal. The Inspector General's program is designed to ensure completion in a sequential order. As such, once you have completed the introduction, you will be returned to the table of contents and at this time, the first module will be hyperlinked and accessible. You will also notice a flagged check mark next to the introduction, indicating completion of that section. You will progress through the program in this manner until all modules are complete.

8. What happens if I log out of the training in the middle of a module -- will the program save my progress to that point?

Yes. If you have to exit the course at any point during the training, upon re-entering the program, you will receive a notification that reads, "You have previously been in this lesson. Would you like to return to the last visited location in the lesson?" If you click "OK," you will be returned to the last screen you viewed prior to logging-out of the course. If you select "Cancel," you will be returned to the beginning of the lesson.

9. I finished the training and no certificate appeared. How do I ensure my completion was logged? Can I print a copy of my certificate?

The modifications to the Inspector General's program design removed the automatic production of certificates of completion at the end of the course. However, once you have appropriately answered all certification questions, you are finished training. To print your certificate for your records, please do the following:

1. If you have already left the course, log back in to the Ethics Training and Compliance Center web site using your individual login ID and the password you created the first time you entered the course.

2. Close the course window, if necessary, to reveal the "My Records" button located on the left side of the ETCC (main training center window).

3. Click on the "My Records" button and then select the phrase, "Development Record," to display the appropriate course title.

4. Click on the link (underlined in blue) containing the phrase, "Certificate."

5. Your certificate will appear in a new window.

6. Click on the Print icon (picture of a printer) and set the printer properties to "Landscape" format.

** Please note: If you have navigated through the course and selected the "View Certificate" option and do not see the certificate on your screen, it is possible your internet settings have caused the certificate to open in a background tab. In this event, simply minimize or close the front window to view/print your certificate.

10. If I log out and log back into the training at a later point, will the records combine the amount of time spent in the program for my total? I am concerned it will appear I did not spend sufficient time in the program and I will be required to re-train.

Yes. The timer in the Inspector General's online training program will accumulate the total amount of time spent in the program, regardless of the number of individual accesses required to complete the course. We fully anticipate that some employees, based on their responsibilities, will need to complete the training in segments.

11. How long does the online program take to complete?

The online program takes between 30 and 60 minutes to complete.

12. How do I know I've completed the course?

When you have successfully completed the online training, you will see a green check mark next to each section of the training and will be able to print out a certificate which you may retain for your records. Also, designated contacts within each unit have the authority to download status reports. These individuals, along with the University Ethics Office Staff can provide you with status information.

Please Note: Status reports are delayed approximately 24 hours from the time of completion until the record is received by the University Ethics Office.

13. I am a reporting tool contact for a University unit. While reviewing my status report online, I noticed there are some employees working in my unit who do not appear on my report. Does this mean they do not need to complete the training?

Not necessarily. Due to the cutoff for determining our employee training population, it is possible an employee being paid by another unit over the summer months may not appear on your report, even though they are now working in your unit. To determine if they need to train, please use the "UIN Search" feature on the reporting tool to find their individual training record. You will need to enter the nine-digit UIN without any spaces or hyphens to conduct the search. If they do not appear after the search, please call the University Ethics Office at: 866-758-2146 so we can assist you in identifying the training requirements for this particular individual.

14. I started the course earlier, but had to log out. Now, I am unable to log back in. What should I do?

First, make sure you are using the login ID provided by the University Ethics Office. Then, remember that you must use the unique password you created when you first logged into the course. If you continue to have difficulty or have forgotten the password, please call the AITS Help Desk:

15. Can I print a copy of the internet-based training materials from the ETCC site?

Employees are permitted to print one copy of the training materials for personal use only. Materials may not be duplicated, distributed, or disclosed to anyone else, as they are protected by copyright.

16. Do I have to answer the certification questions at the end of the Inspector General's online training program?

Yes. In order to receive credit for completing the course, you must appropriately respond to both certification questions.

17. What happens if I don't complete my ethics training?

Failure to complete annual ethics training will result in the statutorily required reporting of your name to the Executive Inspector General. The penalties of noncompliance will be determined by the Illinois Executive Ethics Commission, based on authority granted within the law, in addition to any internal disciplinary action imposed by the University.

18. When am I supposed to complete this training? Will time be provided during work hours?

You should discuss your training schedule with your Supervisor. Since it is a state requirement based on your position, we are encouraging Supervisors to allow employees time to train during work hours or right before/after a shift.

19. How frequently must this training be completed?

The training is an annual requirement based on the calendar year. As such, you will be required to complete ethics training each year.

20. Why do we have to take training on an annual basis?

It is a legal requirement of the State Officials and Employees Ethics Act. The training is intended to familiarize you with laws, rules, and policies that apply to your ethical conduct as a University (state) employee. The Illinois Executive Ethics Commission has published a pamphlet discussing this training requirement entitled, "Why Ethics Training?" which provides additional explanation.

21. How long do I have to complete the training?

Those employees who are required to complete online ethics training must do so within the designated training period. There is a one-month window designated by the Office of Executive Inspector General for the Agencies of the Illinois Governor for University employees to complete the online training program. Offline ethics training can be completed at any time up through December 31st but is restricted to use by only undergraduate student employees, temporary extra help workers, and medical residents.

22. I am about to hire a new employee. How can I make sure they complete the new hire training requirement?

A New Hire Orientation: State Officials and Employees Ethics Act Overview has been added to the NESSIE New Hire Task List. When your employee goes through the New Hire Process, they will complete an orientation program that will satisfy the legislative requirement which requires all new hires to complete training within the first six months of employment. 23.The "Next" button at the bottom of my training screen is grayed-out and I am unable to move forward through the training. How can I get this button enabled again?

The "Next" button will become disabled on pages where you have to completed a particlar action before moving forward. Look to see where you can answer a question or reveal additional details within the page, or simply click the grayed-out "Next" button and a message will appear indicating what action needs to be taken.

24.Am I being graded on the number of correct responses I provide throughout the program?

No. Though the program contains several self-assessment questions, your responses to them are not tracked. If you happen to answer a question incorrectly, the response will provide you with details as to which answer was correct and why.
