Ethics Act Training

All employees must complete an annual ethics training course, though the
format varies slightly between employment classifications.
Medical residents, extra help employees, and undergraduate student workers
complete the
Annual Ethics Act Training for Seasonal and Temporary Employees
that is hosted by Nessie and is accessible through the University Ethics and
Compliance Office website.
All other employment classifications, including graduate assistants,
complete the Annual Ethics Act Training for Faculty, Staff and Graduate
Employees, which can be accessed via University Netid and Password at:
https://lms.apps.uillinois.edu.
Who is in our population/How was the training population selected?
Monthly payroll 9 (MN9) and Biweekly payroll 18 (BW18) were used to
determine the annual ethics training population for this year. Employees who
received a regular paycheck in either of these cycles have been included in
our population.
Annual Ethics Training - WHEN?
When should employees complete their training requirements?
The faculty, staff and graduate employee online ethics training program is
available for completion during the fall of each year, specifically, the
month of October, for the non-seasonal population. Seasonal and Temporary
employees (medical residents, undergraduate extra help employees, and extra
help workers) may complete the training any time between January 1st and
December 31st each year. Units may impose stricter deadlines for their
training populations.
Do I complete the program during work hours?
You should discuss your training schedule with your supervisor. Since it is
a state requirement based on your employment with the University,
supervisors are encouraged to allow employees time to train during work
hours or right before/after a shift.

If you are faculty, staff, or a graduate employee, you will complete the
University course at:
https://lms.apps.uillinois.edu
by logging in using your University netid and password. Instructions will be
sent at the start of the training window via your University email
account.

If you are a seasonal, temporary employee, or medical resident
(undergraduate student worker, extra help employee, medical resident) you
will log in to

using your Net ID and Password.
Annual Ethics Act Training - WHY?
Why do I need to complete annual ethics training?
The
Illinois State Officials and Employees Ethics Act (5 ILCS
430/5-10)
contains a requirement that all employees complete an ethics training
program based on the law. The standards and frequency of training are
determined by the Office of Executive Inspector General for the Agencies of
the Illinois Governor. The training frequency has been determined to be once
per calendar year. As such, employees will be expected to satisfy this
requirement once annually.

should I do?

Screen Readers - testing is conducted using the most current versions of
the following:
- JAWS using Chromium (i.e., either Google Chrome or Microsoft Edge)
- NVDA using using Firefox
- VoiceOver using Safari
Required Browser Configuration:
- All browsers must have pop-up blockers turned OFF
- All browsers must have session cookies ENABLED
I have to scroll within the course to view the entire content on a given page.
How can I eliminate the need to scroll?
The optimal screen resolution setting to avoid scrolling is 1024 X 768.
However, scrolling can also be caused by personal settings, such as tool
bars within the browser taking up space at the top of the window, browser
text size, or task bars. Contact your respective Service Desk
(Urbana/Springfield: 217-333-3102; Chicago: 312-996-4806) for assistance in
tool bar removal and/or resolution modification.
If you are using the Firefox browser, select "Full Screen" under
the View option. This will eliminate scrolling. To close, move your cursor
to the top of the screen where the red "X" will appear in the
upper right-hand corner to close the browser.
Course Notification and Completion
I am a University employee and am aware I should be completing ethics
training, but have not yet received my training notification. What should I
do?
Training notifications are sent to official University email accounts, not
departmental or personal email accounts. If you have not received your
training notification and are a paid employee of the University of Illinois,
you should contact the University Ethics and Compliance Office via e-mail
at:
ethicsofficer@uillinois.edu
or via the Ethics Toll-free Help Line at: 866-758-2146. Please provide your
University Identification Number (UIN) so Ethics and Compliance Office staff
can locate your record.
How long does the faculty, staff, and graduate assistant online training
program take to complete?
This program requires between 40 minutes to 1 hour to complete in its
entirety. That said, some employees will complete it faster and others, more
slowly, than the standard allotment.
I started the course earlier but had to log out. Now I am unable to log back
in. What should I do?
You must log in using your University netid and password. If you are having
trouble logging back in or need to reset your password, please contact your
respective help desk for assistance: (Chicago - Technology Solutions:

800-531-2531; Springfield - ITS Client Services: 217-206-6000 or

Is there a way to see how far I am through the course and how much is
remaining?
To determine your status, you can see what "page # of page #" you
are on at the bottom of the screen. Additionally, you can go to the Menu in
the upper right corner of the slide to see which titles have been completed
and which remain.
Am I being graded on the number of correct responses I provide throughout the
program?
No. Though the program contains several self-assessment questions, your
responses will not be monitored. If you happen to answer a question
incorrectly, the response will provide you with details as to which answer
was correct and why.
How do I know I've completed the course?
When you have successfully completed the online training, you will be able
to print out a certificate, which you may retain for your records. Also,
designated contacts within each unit have the authority to
download status reports. These individuals, along with the University Ethics and Compliance Office
Staff can provide you with status information.
Please Note: Status reports are delayed approximately 24 hours from the
time of completion until the record is updated in the University Ethics and
Compliance Office Online Reporting Tool.

How can I print my certificate of completion?

Open your browser and go to: https://lms.apps.uillinois.edu
- Click "NetID Login"

Ensure that the "Print background colors and images" option is
checked under the "Printing" sub-header

Once logged into the University of Illinois System Training LMS, on the
Course Overview screen, select the Annual Ethics Act Training icon by
clicking on the image

On the dashboard, please click the "After Completion of the course,
click for Certificate of Completion" link to access your
certificate
Am I required to print a certificate of completion?
The University Ethics and Compliance Office does not require you to print a
certificate of completion and will receive an electronic copy of your
completion record from the training system. As such, unless you choose to
print a copy for your personal records or one is required by your
department, there is no requirement this certificate must be printed.
Penalties for Noncompliance
What happens if I don't complete my ethics training?
Failure to complete annual ethics training will result in the statutorily
required reporting of your name to the Office of Executive Inspector General
for the Agencies of the Illinois Governor. The penalties for noncompliance
will be determined by the Illinois Executive Ethics Commission, based on
authority granted within the law, in addition to any internal disciplinary
action imposed by the University.
Compliance Monitoring
I am a reporting tool contact for a University unit. While reviewing my status
report(s) online, I noticed there are some employees working in my unit(s) who
do not appear on my report. Does this mean they do not need to complete the
training?
Not necessarily. Due to the cutoff for determining our employee training
population, it is possible an employee being paid by another unit over the
summer months may not appear on your report, even though they are now
working in your unit. To determine if they need to train, please use the
"UIN Search" feature on the reporting tool to find their individual training
record. You will need to enter the nine-digit UIN without any spaces or
hyphens to conduct the search. If they do not appear after the search,
please call the University Ethics and Compliance Office at: 866-758-2146 so
we can assist you in identifying the training requirements for this
particular individual.
New Hire Ethics Act Orientation - WHO?
Who is required to complete the new hire ethics orientation?
Employees who are newly hired to the University and have not worked
previously within the institution, must complete an ethics orientation
summary in Nessie New Hire within 30 days of commencement of their
employment.
PLEASE NOTE: If you are a new hire and a faculty, staff, or graduate
assistant as well, you may be required to complete both the ethics new hire
orientation and the annual ethics training requirement in the same year.
These are two separate legislative requirements, so depending on the timing
of your appointment, it is possible you will be required to complete both.

within 30 days of the start date with the University.

Why do employees need to complete a new hire ethics orientation program?
The
Illinois State Officials and Employees Ethics Act
requires that all newly hired employees complete an ethics training program

online training program that is part of the Nessie New Hire process.
